Deciding When to Change Modes
Service hosts make the decisions on exactly when a method is available and when not.
They specify this in the form of a policy, that is to be imposed on service access and use.
The policy determines availability of methods, thereby imposing controls on client access.
These policies are separated from the service code itself, not hard-wired in. Hosts can add or replace policies dynamically.
